Ban Chinese Toys Story-Kids'

Government of India has banned the import of "toys" from China appearing under the 9501 ICC codes, 9502, 9503 of Schedule – I of ITC (HS) Classifications of export and import shipments. The ban came with effect on January 23, 2009 and remain in force for six months. Ban covers the following toys from China:

9501 wheeled toys designed to be ridden by children (eg, tricycles, scooters, pedal cars); dolls' carriages

9502 Dolls representing only human beings

9503 Other toys; reduced size ("scale") models and similar recreational models, working or not; puzzles of all kinds

Although the DGFT notification No. 82 / (RE-2008) / 2004-2009 dated January 23, 2009 that "the import of toys" are prohibited, as the ban covers all goods falling within 9501, 9502, 9503, even as parts of toys are covered by that ban. The apparent reason for the ban import of Chinese toys is concerned about the safety of children. It is believed that Chinese toys contain high levels of toxic harmful to health of a child. High levels of lead in children's bodies can cause physical illnesses, including diarrhea and nausea, and can also, it seems, affect the intellectual development of children and their IQ levels. Phthalates DEHP, DBP and BBP, commonly added to plastic products make them soft and flexible, found in soft plastic toys can cause serious side effects long term, as a hormonal dysfunction and defects reproduction. CPC and other hazardous chemicals used in the doll's dress are considered carcinogenic. It is also alleged Chinese toys that have small moving parts that can break off the toys while playing and can be a health hazard if swallowed by children.

In recent months, Chinese toys have created a scare around the world for reasons above and leads to recall many toys. Mattel recalled "Sarge" vehicles, products Dora Explorer, lanky Dolls Big Bird from Sesame Street and close to a million other its line of toys Fisher-Price and Nickelodeon characters, all made in China. RC2 Thomas & Friends Wooden Railway toy line were recalled. In January 2009, DDI Inc., Iowa, United States recalled toy sets building game and Fantas-Eyes Inc., New York, United States recalled Manicure Kits High School Musical all manufactured in China because of lead containment. t is very scary to know that our children play with life-threatening Chinese toys, and it seems that the government has really done a commendable. U.S. and European countries have taken the lead in the recalling Chinese toys, and India, a latecomer joined the movement by prohibiting the import. Many countries around the world quality standards for products Children's toys. Most of these seek to limit potential hazards, such as choking or fire hazards could cause injury. Children, especially very small, often put toys in their mouths, so that the materials used to make a toy are regulated to prevent poisoning. Materials are also regulated to prevent fire hazards. Children have not yet learned to judge what is safe and what is dangerous, and parents do not always think of every possible situation, so such warnings and regulations are important on toys.

Currently, India does not have a quality standard for toys. It is reported in the media that the government is working to quality standard for toys and within six months, we have our own standard. Until then, our children are deprived of the pleasure of toys. I think you know what I said you can also follow the frenzied media reports about the recall of tainted Chinese products Superstore shelves in the United States, UK and other European countries. All this happened despite the fact that they have quality standards very difficult. We also know that the quality of Chinese toys exported to the United States and Europe is much higher than what the Indian importers have been importing India. Therefore, India is rather a situation much more precarious in the home.

Yet I wonder if the ban Chinese toys are correct. Chinese toys are actually deadly or "toxic toys" drama is a metaphor toxic to contemporary fears of China, apparently rapacious economic growth, adulteration of milk and chocolate products. We grew up with toys made from clay and wood. They were simple toys produced by craft village. Want luxury toys were the rich. Much water has flown in the Ganges since the import of toys was deregulated. Now, Chinese toys are not only available for children in urban areas, but even invaded the poorest households and remote areas in India. Chinese toys are complicated with flashing lights and sounds that appeal to children. Therefore, other countries are not likely to fill the void on the Prohibition Chinese toys. The notification has banned the import of toy parts as well. Toy importing interior parts of China are also likely to suffer. China has shown the world that mass production can bring the cost of products to ridiculous low. Although the Indian entrepreneurs attempts to fill this gap, they will never be able to match the price that our poorest households and remote areas of India have seen in the recent past. Surprisingly, notification banned the import of "toys" from China. An estimated 75% of toys sold in the United States are made China. It is also known that parts and components manufactured in China are widely used by the toy manufacturer in the world. It is a matter interpretation if the Chinese toys imported from the United States and other countries will be allowed to import free. The toys sold by Mattel Funskool & Lego will also be affected either toys or parts are Chinese. Many quality standards around the world are available for toys. Organization Standardization (ISO) standards of quality, ISO 8124-1:2000 Safety of toys, ISO 8124-2:1994 for flammability, ISO 8124-3:1997 for migration of certain elements. Similarly, the ASTM, American and European standards are also available. To that our standards are written, Chinese toys may be permitted the import according to ISO or ASTM standard. I hope that the cry of our children will heard by policy makers in the near future. Until then, I am mourning the loss of Chinese toys from the life of our children.
